"PATHWAY TO SUCCESS, EMPOWERING LEARNERS FOR EXCELLENCE "[PSELE PROJECT]
1.0 INTRODUCTION
Tanzania Scholars Volunteer Foundation (TSV FOUNDATION) has developed a one-year project for 2025/2026 known as PSELE. Under this project, TSV FOUNDATION is responsible for coordinating and implementing various programs.
1.2 PROJECT PROGRAMS AND ACTIVITIES
The project programs and activities align with national education priorities as guided by the Ministry of Education, Science and Technology, educational institutions in the country, and the Tanzanian society at large.
1.2.1 Strategic Capacity Building Training Services
The organization has designed capacity-building training programs for students, especially during school holidays and free time outside the school timetable, at a very affordable cost. These programs aim to support Tanzanian youth and society in general through Tuition Centre services.
1.2.2 National Examination Preparation Programs
This program is designed for students who wish to improve their academic performance, especially during the short period remaining before national examinations. The program focuses on individual student needs, weaknesses, and provides effective strategies to fully prepare them for national examinations under the Tactical National Examination Preparation Program.
1.2.3 Joint School and Individual Student Examinations
This program aims to bring together students from different schools to participate in joint examinations. It helps students assess their academic performance individually and gain experience in handling standardized examinations under the Students Joint Examinations Program.
1.2.4 Production and Distribution of Learning Materials
The organization will provide various educational materials such as books, questions and answers, assignments for students during holidays, and marking of school or institutional examinations under the Distribution of Learning and Teaching Materials Program (including question packages, past papers, and notes).
1.2.5 Guidance Seminars for Candidates
The organization will conduct educational visits and guidance seminars for students from different schools, especially candidates, to advise and share ideas on proper examination preparation. It will also encourage continuing students to study hard and provide them with new learning techniques.
2.0 PROJECT OBJECTIVE
The main objective of this project is to improve the quality of education by enhancing students’ academic performance.
2.1 SPECIFIC OBJECTIVES
a) Improve academic performance in low-performing schools
b) Encourage students to develop interest in education and study hard
c) Implement the organization’s slogan: “Quality Education, a Right for Every Tanzanian”
d) Support students from low-income families to access quality education
e) Develop a nation of highly educated and skilled individuals
3.0 PROJECT EXPECTED OUTCOMES
The project is expected to bring practical academic transformation and improve students’ performance in national examinations. It will reduce educational costs and barriers by providing affordable quality education accessible to all Tanzanians. It will also strengthen both public and private schools with low performance, enabling them to compete effectively and become a strong foundation for positive change in the education sector.
4.0 PROJECT BENEFICIARIES
The project targets four (4) main groups:
4.1 Students
The project provides students with opportunities to improve academic performance and build positive relationships with other students through extracurricular learning activities.
4.2 Schools/Institutions
The project provides schools and institutions with learning materials such as student packages during holidays, notes, guidance seminars, and opportunities to assess their students alongside those from other institutions.
4.3 Local Government Authorities (Councils)
The project enables local government authorities to improve academic performance in their schools through collaboration with the organization. It also provides opportunities to engage volunteer teachers, especially in schools facing teacher shortages.
4.4 The Organization
The project provides members of the organization with opportunities to gain professional teaching experience, connect teachers with schools facing shortages, and collaborate with local authorities in recruiting volunteer teachers.
5.0 IMPLEMENTATION STRATEGIES AND PLAN
The project will be implemented through the following strategies:
a) Accountability, commitment, and dedication to serving the organization and society
b) Availability of a conducive working environment
c) Provision of essential academic materials to support learning
d) Establishment of a dedicated office to coordinate all stakeholders
e) Recruitment of qualified teachers who adhere to professional standards, rules, and regulations
f) Employment of skilled and competent teachers
g) Organizing seminars and professional development visits for educators to enhance skills and align with education sector changes
h) Promoting gender equality in project implementation
i) Serving all beneficiaries equally regardless of status, economic background, gender, religion, ethnicity, or location
j) Upholding integrity and patriotism above personal interests
6.0 FUND COLLECTION, MANAGEMENT, AND STAFF PAYMENTS
All funds for this project will be collected and managed through the organization’s bank account:

6.1 Collection of Contributions
All contributions from students and stakeholders will be collected through the organization’s bank account as specified in the student registration forms.
6.2 Payment of Project Staff
- Teachers: Payments will be made in two phases — at the beginning and at the end of the program through the organization’s finance office.
- Venue Costs: All venue-related costs will be paid at the beginning of the program through the finance office.
- Program Coordinators: All coordinators will also be paid in two phases — at the beginning and at the end of the training program.
